1)What is Portucuenta.com?

Portucuenta.com is a virtual marketplace where webmasters, programmers, or any person interested in thecompletion of an IT project can get in touch with a growing numbers of professionals who will bid for the execution of the project, offering the best price in exchange for their services.

2) How does it work?

By registering in Portucuenta.com, users gain the capability to create projects and to offer in existing ones.

A person interested in contracting a profesional for the execution of a project, will go to the section "create project", where details about budget and technical specifications can be entered. Duration of bid is also specfied.

Every offer will contain the final price for which the service will be provided, a filed for comments and a time estimate. Information about previously received califications by the offering user will be present.

The project will finish once the stipulated time for its duration expires..

3)Who can create a project?

Every user registered in Portucuenta.com with an active account can create projects.

4)How much does it cost to create a project?

Creating a project is free, except for the case when you want it to be "Featured". A featured project costs 15 USD.

5)What is a featured project?

A featured project is given a special treatment and can clearly be differentiated from normal projects.

6)Who can bid?

Every registered user in Portucuenta.com with an active account can bid.

7)How much does it cost to make a bid?

Making a bid is free.

In the case your offer is accepted, you will pay a 5% of the agreed amount for the execution of the project. There is a minimum fee of 5 USD.

8) If I created a project, can I choose any offer or must I choose the one with the lowest price ?

The creator of the project will choose the offer he/she will think is the more convenient, based in the information of price, user rating, comments in the offer, balance, portfolio, etc.

9)Why do I have to rate the other user once the project is finished?

Rating are the only way to determine the professionalism level and reliability of users. Ratings help users to take part of more projects, as they are a main part of the selection criteria for offers or projects.

Ranking is your presentation card to other users. Agood ranking means professionalism and reliability.

Portucuenta.com helps with the initial contact between buyers and programmers, but does not participate in the transactions between the parties.

15)What is the "balance" in my user profile?
The "balance", indicates the amount of money the user ows to Portucuenta.com (negative amount), or has been awarded and can exchange for services (positive amount).

If a user does not pay his/her debt in the agreed period of time, this will be published, and the general ranking of the user will change to 5 negative pointsEn el caso que la cuenta no haya sido saldada en el plazo correspondiente, será indicado, y la calificación general del usuario será cambiada a 5 puntos negativos, being the account deactivated.

16) How is the Balance calculated?

When a project is specified as "Featured", or when an offer is accepted, the Balance will change accordingly. This information can be seen in the Balance field in the user profile.
Users will pay the debt showed in the Balance field in less of 15 days from the notification from Portucuenta.com.

Your balance is calculated using public information, based in projects created and offers sent.

The Balance can also be seen as an index of quantity and size of projects in which the user was involved lately, as well as the user's reliability.
